Is SAM still considered optional in CMMI for Services (CMMI-SVC)?

Supplier Agreement Management (SAM) is an optional Process Area in CMMI for Development and CMMI for Services (ver 1.3). Because it is not mandatory to outsource any activity in the projects/services to suppliers and vendors. But if you are outsourcing any work to other supplier or vendor then it becomes mandatory to show compliance to the SAM Process Area.
